Biography
Atty. James Armah Massaquoi is the Chief Executive Officer of ArMab Global Solutions Inc. (AGSI), bringing more than twenty-five years of leadership across government, education, development programmes, and the private sector. He is a lawyer, financial manager, and human resource practitioner by training and experience, with a strong record in governance, accountability, and institutional reform.
He previously served as Deputy Minister for Administration and Assistant Minister for Fiscal Affairs and Human Resources Development at the Ministry of Education, where he oversaw budgeting, financial reporting, HR management, procurement, and general administration. In those roles, he led reforms to modernise payroll and personnel systems, strengthened internal controls, and contributed to the development of the Teaching Workforce Management Strategy, particularly in the areas of teacher recruitment, retention, and retirement. Earlier, he also served as Business Manager of J.J. Roberts United Methodist School, giving him direct exposure to school operations, fee administration, and resource stewardship in an education setting.
Beyond the education sector, Atty. Massaquoi has held senior posts such as Financial Comptroller at the Ministry of Information, Cultural Affairs & Tourism; Financial Comptroller for the UNDP/Government ex-combatant reintegration programme under the National Commission on DDRR; and Director of Operations at Conservation International–Liberia amongst others. Across these assignments, he has managed the governance of multimillion-dollar portfolios, negotiated complex agreements, supervised audits, and ensured compliance with national laws and donor requirements.
He holds an LLB from the Louis Arthur Grimes School of Law, an MBA in Finance from Cuttington University Graduate School, a BBA in Accounting and Management from the University of Liberia and a certificate in Immigration Law from Cornell University, USA. Known for his disciplined, service-oriented approach and commitment to equity and ethical leadership, Atty. Massaquoi brings a blend of legal insight, financial oversight, and education-sector experience that supports transparent management, a strong team-led organizational goal and long-term institutional growth.
